Session 6:
DBO Contracting Experience For The Future

SESSION IN ENGLISH

Design-build-operate contracts have been used in a number of large road construction projects in the Nordic countries. The contracts include the performance criteria for an operations and maintenance period covering a major part of the structure's life cycle. Implementation may include financing outside ordinary state budget funds.

Among the aims of Nordic DBO contracts have been to enable earlier realisation of large road projects, provide more efficient construction, develop appropriate maintenance and operation, as well as promote creative and innovative solutions through carefully considered bonuses.

The managers of some key DBO projects will present their experiences and analysis of how to develop process efficiency:

- bonuses
- performance specifications
- new technical solutions
- financing solutions

and a look at the future of DBO contracting:

Ketil Sand: Life cycle contracting from the contractor´s point of view.

Claus Nödgaard Hansen: The Danish OPP model.

Matti Vehviläinen: Finland's model for life cycle contracting.
